U.S. Banning Newspaper?

The International Herald Tribune has a story that should be chilling to most of us.
American soldiers shut down a popular Baghdad newspaper and padlocked the doors after the occupation authorities accused it of printing lies that incited violence.

Since when does the U.S. ban newspapers? We allow the National Enquirer, the Communist Weekly, and any number of other papers filled with lies or incitements to violence. Oh, just not in Iraq. Great.
